Public Administration Value Research In The Management Thoughts Of Laozi

In the present,we are in a competitive environment, the government is faced with the problem about reform and transformation, the problem of the value about public administration became a hot issue in academic. The conflict between public interests and personal interests increasingly sharp, the measure of public administration also became the effective ways to solve this contradiction. Traditional way of hard management advocated by the "efficiency is first" can not be the only value standard of government reform practice, instead of a "flexible management",such as "democracy"and"harmony" value advocated in the field of global management appreciated. Chinese ancient management thinking is the treasure of history, many thinkers advocated the concept of knowledge of the "harmony". Among them, led by Lao zi, the thought of "nature and humanity" view of harmony between man and nature, contain the "people first" management idea, advocated to build "a small country" ideal society, with the value of public administration is consistent pursuit of the purpose of value. The practice of management thinking by Laozi in different periods of history, through the reformers and the use of the king, in the use of different periods, reflect the different value of public administration. Especially in the early Han and Tang dynasty, Kings use of management thoughts by Laozi have produced a few big prosperous time, advocated by "Less corvee", "streamline administration" and other policies, promoted the satisfy of public opinion and the prosperity of the country. So,the management thought of Laozi is an important part of the value of public administration development in our country, play an important role in the history.There have been many works in the current academic circles to research from different angles about the thought of Lao zi, which are from the perspective of governance, economics, philosophy of it,has carried on the detailed research, to Laozi’s thought respectively from the thought and practice were studied. In the management of Laozi’s thought research of the thesis, with the perspective of management work, and which are from enterprise management, organizational behavior, administrative ethics, and other Angle to study, from the perspective of public administration value is little. Laozi’s management thought, this paper tries to research from the perspective of public administration value, combined with the different historical period of Laozi’s thought in ancient China, to discuss the way of governance in different periods, the analysis and comparison of public administration values of Laozi’s management concept, combing and summary, combining with the current national conditions, expounds its theoretical value and realistic value in the contemporary public administration.
