Study On The Function Of Rural Branches Of The CPC For The Democratic Consultation At The Rural Community Level

The rural party branches of the CPC are not only battle fortress but also leadership core in all rural work. The rural party branches’function into full play under the new situations in which the central committee of the CPC deepens the democratic consultation at the community level is relation to the deliberative democracy construction developing smoothly.The democratic consultation at the rural community level has experienced four stages: Gestation, Springing up, Gradual development and Steady progress. The rural party branches of the CPC have changed thereupon from preliminary emergence, outstanding, strengthening to the standardization. Nowadays, practical forms of the democratic consultation at the rural community level are raising a diversity trend under the leadership of the CPC. There are four typical Democracy Meeting Systems which are located at Wenling,Zhejiang, Dengzhou,Henan, Longmen County,Guangdong and Meitan county,Guizhou. According to the "Chinese Communist Party grassroots organizations in rural areas working conditions" and the "Opinions on Strengthening Urban-Rural Community Consultation" and on the basis of the analysis about practical experience of four typical patterns, this article will summarize four kinds of functions of the rural party branches of the CPC for the democratic consultation at the rural community level, which include the function of leading direction, organization and coordination, publicity and education, service guarantee and so on.At present, the democratic consultation at the rural community level promotes steadily, for which the function of the rural party branches of the CPC is more clear and standardized, but the overall situation is still not optimistic. In order to give full play to the function of the rural party branches of the CPC for the democratic consultation at the rural community level, we should analyze restricting factors such as economy, politics, ideological culture and the construction of the rural party branches, and try to give a way to solve the problems. Based on this point, the paper presents four aspects of measures, including enhancing the economic strength of villages as collectives, strengthening the top design, improving farmers’ consciousness of consultation and negotiation ability as well as strengthening the construction of the Party leadership, which can advance the democratic consultation at the rural community level fundamentally and establish the firm base of the party in the countryside.
