Operation Difficulties And Outlet Of “Multiple Subject Cooperation And Common-governing” Urban Community Governance Mode

Good community governance requires the scientific and reasonable construction of community governance mode. With the establishment of service-oriented government, the “decentralization” of government made community return to its “autonomy” standard and the subject of community governance changed from “unitary” into “multi-element”. The “multiple subject cooperation and common-governing” based on “mixed type” community governance mode is applied to practice continually. On the foundation of surveying the advantages and disadvantages of practically applying this mode in Changzhou, this article proposed reasonable suggestions for the further optimization of this mode. Firstly, it introduced the theoretical and realistic background of generating “multiple subject cooperation and common-governing” community governance mode, and summarized the specific characteristic of this mode. Then, by taking the A and B streets in Changzhou as example, combining with the implementation of Changzhou community governance “alleviate burdens while enhancing effect” activity, and applying the empirical as well as experience research methods of questionnaire, field visit and interview, it described various participant subjects of Changzhou community governance and their roles, and the achievements obtained; meanwhile, it proposed the difficulties faced by the specific application of “multiple subject cooperation and common-governing” community governance mode in Changzhou, and analyzed its reasons. At last, it raised the outlets: first is to walk from “community governance” to “neighborhoods governance”; second is to further improve community autonomy ability based on common governing; third is to organize community residents better. Started with these three points, it also proposed several refining measurements.
