Research On The Realistic Difficulties And Outlet Of "Three Clubs Linkage" Community Governance Mode In A Perspective Of Institutional Theory

As China's economy and technology continues to grow rapidly and the standard of living improves steadily,cities in China have developed into a socio-political and economic system in which various social factors such as population and wealth are highly concentrated and social functions are highly developed.Meanwhile,a variety of crises and difficulties continue to emerge,which seriously threatens social governance of grassroots communities in urban areas,thus making urban communities gathering points for various social contradictions and conflicts.As social communities embody a variety of social situations and public opinions,and are places where most concentrated and intense social contradictions take place,it has become the basic unit of social governance and an indicator of a city's good operation.Using qualitative and quantitative methods in study and research,the author finds that there are many problems and difficulties in developing urban infrastructure and communities in northern China,and this phenomenon is closely related to the institutional imperfection in current implementation of “Three Clubs Linkage” Community Governance Mode.This paper is mainly from the perspective of institutional theory,taking Community J in Changchun City as an example,where the author had worked before.By conducting questionnaire surveys and field interviews,the author finds that the social governance of urban grassroots communities is faced with lack of balance and order in relationship among community neighborhood committees,social organizations and social work professionals under the background of Three Clubs Linkage.Such dilemma lies in the mechanism construction of Three Clubs themselves,and also in the linkage process thereof.After discussing the dilemma,the author first gives logical interpretation from the perspective of formal and the informal systems in institutional theory,that is,the lack of long-acting mechanism for the subjects of Three Clubs Linkage Mode and the lack of emotion and cognition are combined reasons resulting in occurrence and continuation of the dilemma.Secondly,the author points out a series of negative social influence and serious consequences that may be caused by lack of long-acting mechanism,emotion and cognition.Finally,based on relevant data and records obtained from surveys and interviews conducted,the author proposes a possible path and development mode of the long-acting mechanism of current grassroots community governance subjects,aiming to promote the evolution of theoretical development and practical path for construction of “Three Clubs Linkage” Grassroots Community Governance Mode.
