Research On The Construction Of Policing Community Under The Vision Of Social Governance Innovation

With the improvement of China's economic development level and people's living conditions,China's existing policing-led policing system is difficult to meet the diverse security needs of the people when facing an increasingly complex social environment.The report of the 19 th National Congress of the Communist Party of China proposed to transform government functions,deepen the administration of decentralization,innovate supervision methods,and build the requirements of a clean,efficient,and satisfactory service-oriented government.The core of social governance innovation lies in building a social governance pattern in which the whole people build and manage together,emphasizing party's leadership,government's responsibility,social coordination,public participation,and guarantee with law.This is also the basic principle that must be followed in the construction of policing community.From the perspective of social governance innovation,this paper analyzes and studies forming foundation,basic elements,participating subjects,basic principles,operational mechanism,system construction and developmental environment,with the methods of literature research,comparative research and case study,to build the construction framework of policing community.The policing cannot be simply understand as the task of the police.It is not only the duty of the police but also the common work of the whole society.The modern police system includes public policing,civilian support policing,social policing,market policing and international policing,etc.Different types of policing work should be undertaken by social entities with different attributes.The participating bodies of the policing community should meet the diversified security needs of the people through equal cooperation,competition and win-win development mechanisms to serve public security and order.Looking at the domestic and international development track of policing community,and comparing the experience of police community construction in Hangzhou,Huzhou and Zhongshan,the whole society being jointly established and shared is one of the basic laws of the benign development of the policing community and also the important solution of the lack and fatigue of police force.The key to promoting the construction of policing community in China is being institutionally guaranteed.While improving the enthusiasm of social entities to participate in community policing and fostering the development of a policing community,we must constantly establish and improve relevant management systems and development mechanism,and further innovate social governance.
