A Study On Community Policing Based On The Theory Of Network Governance

Due to the impact from globalization, the development of information technology and the rise of citizen society, the government is facing more and more complicated governing environment which resulted in decentralization of power and unclear border between each organization. As a result, various networks span many different areas. Therefore traditional bureaucratic government can't meet the demands of the age. Neither can it deal with network problems exclusively depend upon commands, stereotyped work limitation as well as inside-oriented culture and manage mode. In contrast with bureaucracy network governance theory is more persuasive to explain the collaborating network between each government, each organization and public-private sections.As an innovated governing mode in Information Time, network governance aims to gain network effectiveness which performed differently in practical work because of different network structure. So the key point we will discuss in the paper is about how the network structure influence its effectiveness. The core hypothesis is network is composed of different key factors influence network effectiveness in the network governance process. Network structure includes four key elements, say, confidence degree, of network participator numbers, network target acceptance and core capacity. Arbitrary combination of these points will compose various network structures. An intervening variable, network operation, was introduced, because actors, relationship model and supporting components in the network structure can be observed on condition that the network is in working process. Then the final formula of the paper is network structure finally influenced network effectiveness through network operation.This paper analyzed community policing in Chongqing by the empirical research method in order to certify the network governance framework. It was found that the community policing had governmental actors and non-governmental actors. Because these two kinds of actors were in different position in network, they generated two main relationship model, collaborated model and government-leading model. The two models each had its unique structure components, namely, confidence, participator scale, target agreement and enough core capacity. And they also had resources, information, policy, values as their supporting components. However, they were different in network activating, maintaining and supervising in the working process which caused remarkable difference in network effectiveness between them.The paper fell into five chapters, the logic structure is as follows,Chapter one is introduction, presenting the research problem, and listed the relating documents, explained the target and the research design.Chapter two is the theory basis, including a description rising network governance, analysis framework and the research hypothesis.Chapter three and four are case research parts. Chapter three analyzed the network structure of community network structure on actors'composition and their usage, network components and their relationship, as well as supporting components. From the research, it stated two models of the policing-collaborated mode and government-leading mode. Chapter four stated the dynamic community policing network structure-community policing in operation that influence network structure as a result to effect the network effectiveness. Network operations include activation, integration and control. It set up a norm and network first to activate, then integrate network to perform its best through target agreement, resource integration and action coordination. For the network involved responsibility and efficiency, it is essential to supervise and control it to reach the goal. The comparison between the two models ran through the whole paper.Chapter five used experimental research method to analyze the quality of a chosen sample of community policing network effectiveness. On the basis of the comparison between collaborated model and government-leading model, this chapter examined three performance's three aspects, which are network, organization and individual.The conclusion concluded the thought of analysis and the verification of hypothesis. And it pointed out the limitation of the research; at the end it stated the problems cornered in future network governance research.
