The Research Of Restraining Factors And Solution To The Charity Organizations Participating In Social Assistance

Social assistance is an important component of social security system in our country, also is designed to have a purpose of promoting the harmonious development of society. Throughout the entire social assistance system, the ability of charity organizations is indispensable. The research of theories and practices of charity organizations to participate in social assistance is a basic project of innovation to the concept of new social assistance, also will become profound to the promotion of the institutionalization, professionalization for social assistance of charity organizations.As charity organizations participating in social assistance, this will perfect social assistance system in our country, guarantee the fundamental equity of the disadvantaged groups,improve the level and efficiency of social assistance operations,and benefit the establishing of a harmonious society. This article do analysis of the restraining factors in the process of charity organizations participating in social assistance,by using the methods of research in literatures, investigation and comparative analysis, consulting to theories such as Third-party Management Theory,Market Failure Theory, Government Failure Theory and Civil Society Theory. Also this article do research and analysis mainly from the two layers of factors, of which include internal ability construction of the charity organizations and environment of external supports, and propose solutions and suggestions aimed at the existing issues.
