The Analysis Of The Effect Of Public Services In Social Capital

Since the reform and opening up, the public service supply level of our country has been continuously improved, and those public services also improved the quality of life of people from all aspects of people’s livelihood. With the continuous deepening of reform and opening up and the advancing of building a moderately prosperous society, the public demand for public services products is gradually growing and the importance of public services in social development has been showing.On the other hand, the concept of social capital entered into the field of economics and sociology after it’s made by Bourdieu. Currently, but there is still a lack of systematical analysis for the effect of public service to social capital.This paper from the perspective of public service, analyzed the effect from the four aspects of public service which are social security, education, employment, health, and the dualistic public service supply which caused by the urban and rural household registration division to social capital, select the appropriate measure index to establish empirical model for social capital of individual level by searching the data of CGSS2005 and made the empirical analysis for the effect of social security, education, employment, health, urban and rural household registration to social capital, the result shows that there is a significant positive correlation between these four factors and social capital of individual level, the improvement of social security, education, employment, health can be more effective in promoting the accumulation of individual level social capital, the household registration division lead to the dual supply of public service, urban-rural differences caused by uneven development is not conducive to the promotion of social capital. Then by analyzing and the existing problems of the four aspects of public service in promoting social capital, the problems of social security are lack of social security structure, the balance pressure of income and cost, and low coverage. The problems of education are unbalanced distribution of education resource, lack of education cost, average education years lift slowly. The problems of employment are persisting employment pressure, and large number of rural surplus labor need to be transferred. The problem of health are unbalanced allocation of health service resources, the desalination of government responsibility. And the barrier of household registration has formed a huge obstacle to the equalization of public service. At last, for the purpose of promoting social capital, this paper proposes suggestions in the center of promoting social security, public education level, employment level, public health service supply.
