The Institutional Analysis And Countermeasures Of Anti-corruption In Colleges And Universities

With the ideas of teaching, spreading culture, and academic study, colleges and universities, which have been regarded as the pure land and the tower of ivory, now have become the high-incidence area and the severely-afflicted area. According to incomplete statistics, since the eighteenth congress, there are as many as 50 cases about corruption in colleges and universities, on the website of the central discipline inspection commission ministry of supervision. From March 2013 to the end of 2015, there are 101 leading cadres being-prisoned for their corruptions. In 2015, there are more than 30 incidents from the domestic media report and the release of corruption in colleges and universities, which are from the Discipline Review column in the CPC Central Disciplinary Committee and Ministry of Supervision. Some law-breaking cadres are from well-known colleges and universities, such as Zhejiang university, Renmin University of China,and Sichuan University. Some are from Chinese local colleges such as Liaoning Medical College, Hangzhou Normal University, and Yunnan Police Officer Academy. Even there are amounts of higher vocational colleges. So the corruption in colleges and universities is apparent. So the corruption covers every level of higher education. From enrollment to the logistics infrastructure, from material purchasing to the research, from the school-run enterprises to academic integrity, it almost covers all the key areas of colleges and universities, so the corruption in colleges and universities is more severe. In the field of relatively-closed colleges and universities, power operation is more easier to deformity. So we need more regulations to prevent and reduce corruption. The main purpose of this thesis is to analyze and summarize the corruption in colleges and universities, then to explore their internal corruption prevention system according to the party’s anti-corruption system of the 18th national congress of the CPC. The thesis begins with the background of corruption and its research significance, and comprehensively analyzes the research situation of anti-corruption at home and abroad. Some main methods, characteristics and hazards of the corruption in colleges and universities are also elaborated here. Meanwhile institutional origin will be expounded from the aspects of system formulation, system implementation and system security. Then the strategy of the anti-corruption in colleges and universities will be put forward, which is about the improved suggestions for the anti-corruption system. And that also contains the principles, the detailed contents and methods, as well as the mode of the anti-corruption system. So the thesis may provide reference to the research of anti-corruption system in colleges and universities.
