A Study On Community Home-based Elderly Care Service Under Active Aging

Aging is a serious social problem facing all countries in the world.In the1980 s,the world assembly on aging put forward the slogan of "active aging" to deal with the increasingly serious global aging problem,which aroused widespread concern of scholars.However,how to implement "active aging" is still in the exploratory stage until the second world assembly on aging in2002 adopted the Madrid International Plan of action on aging in 2002,with special emphasis on community participation of the elderly as the development direction of "active aging".China is also facing a serious problem of aging.Since our country entered the aging society,the proportion of the elderly population has been increasing.In addition,with the rapid development of economy and society,the family structure is becoming smaller and smaller.All of these lead to the traditional family pension will be unsustainable and create a great burden for the social pension.Therefore,the community-based home-based pension has become an important choice to relieve the pressure of the current pension.In 1996,China promulgated the law of the people's Republic of China on the protection of the rights and interests of the elderly,and began to emphasize the full use of the resources of the community elderly groups,that is,by promoting the form of "helping the elderly with the elderly" in the community,we can deeply stimulate the potential of the elderly groups,make full use of the resources of the elderly groups,and make them part of the community home-based pension system.It plays an important role in promoting the transformation of the traditional concept of providing for the aged,making full use of the resources of the elderly groups and alleviating the current pressure of providing for the aged.Therefore,in this context,based on the in-depth grasp of the community home-based pension service system,this study analyzes the problems of the current community home-based pension system from the perspective of active aging,and makes a profound discussion.Based on the field survey and the case study of YS community in FS District of BJ City,this paper pointsout that the participation of the elderly in the process of community home-based elderly care service is not high,and the sustainability is poor.On this basis,the paper proposes to strengthen voluntary training,improve service level,improve policies and regulations and other mechanisms to stimulate the enthusiasm of community elderly to participate in community interaction and other countermeasures.In addition to strengthening the construction of service platform,it also leads the elderly groups to participate in the construction of community home-based elderly care service system,so that more elderly people can fully enjoy all kinds of elderly services provided by community home-based elderly care Play their own values,complete the transformation of social roles,in order to better promote the healthy development of the "old to help the elderly" model under the community home-based pension.
