| Corruption, has a long history, throughout history, any kind of social system seems unable to escape the corruption. With the accelerating steps of globalization, the corruption has been internationalized, anti-corruption task needs mutual understanding and cooperation between countries. AS the world’s largest developing country, corruption in China is very serious. With the rapid development of comprehensive reform and opening up, corruption is always changing its form and content, gives anti-corruption continuously new task. Therefore, it is necessary to find the actual of the causes of corruption in mining, under the background of social transformation, in order to further guide the practice.Based on the background of social transformation of China’s modernization process, this paper puts forward an theoretical assumptions which includes human nature and institution as two important factors of corruption, combined with the political modernization theory, new institutional economics theory and social action theory. Among them, the human nature is the source of corruption, it provides the corrupt motivation premise, institution is the external constraint and otherwise institutional burt offers opportunities for corruption, cause the weakness of human nature, lead to corruption. Then,this paper analyses the relationship between corruption and institutional in transforming China, using the related data demonstrated that corruption and social transformation has highly correlation. Based on the above, this paper demonstrates the relations between human nature and corruption. And also find out that when institutional change causes loophole, corruption usually becomes a lot. Finally,this paper chooses Hangzhou, Zhejiang province as the specific case, analyze its concrete experience of corruption, and the relationship between human and institution. Through the analysis of the status quo of Hangzhou’s corruption, this paper put forward the corresponding countermeasures at last. |
