A Studay Of Social Organizations’ Innovation Socoal Governance Paradigm

The theory of civil society and state governance theory are important theoretical problems that need to be considered when faced with New Governance Dilemma of current our country to deepen the reform transition period, because it not only relates to the traditional concept of national governance and administrative system, but also relates to the realization of modernization of the ultimate goal, namely the overwhelming majority of the people’s fundamental interests, or the welfare of the people and the people’s livelihood problems. In the exploration of social governance innovation paradigm, the two theories should be discussed firestly. On the basis of analysis,the auther resists that civil society plays an important role in the governance of the country. The development of civil society is based on the market economy, and in turn it promotes the healthy and orderly development of the market economy, modernization of national governance system and governance capacity.Under this view, the Better Business Bureau(USA) of social governance innovation paradigm were in-depth analysed, summing up the four innovation paradigm: outputting knowledge enlightenment paradigm, soft law governance typical paradigm, information disclosure and evaluation of social governance paradigm, the competition of enterprises governance paradigm. The four typical innovation paradigm reflects many worthy deserving our consideration: setting up a education mechanism to educate consumers of the basic business knowledge, business information, and improve the the maintenance of their legitimate rights and interests;respect, support, promote the role of social organizations` soft law in the settlement of commercial disputes and social contradictions; advocate and promote social organizations` social evaluation mechanism on the subject of commercial credit, business ethics; establishing relations between commercial subjects and the consumers by social organizations, gather solution of information of the commercial subject of business, business, business ethics, disputes; with the subject of commercial competition and tendency to benefit, on the platform of social organizations, accept, processing, release other commercial subjects illegal commercial behavior; new partnership of government and social organization of cooperative governance mechanism.Finally, analysising the current situation of our country, the author thinks that the social organization of the innovation of social governance in China lies in the dimensions of the country’s participation, loose policy support and supporting the development of social organizations strongly; the typical paradigm of current social governance participation of social organizations in our country is different from the paradigm of the Better Business Bureau, institutional constraints are quite obvious, the leading of government is primary;main funds are mainly from the government finance; China Consumer Association service paradigm in the dimension of performance is single dimension, only for consumers, not establishing relations butween consumers and business entities in China; governance mechanism is not flexible, lack of diversification; soft law governance of social organizations do not get enough attention from government; the participatory governance model and the innovative relationship between the government and social organizations of the partnership need to be explored furtherly.This paper is divided into six parts. The first part is the theory of civil society and its relationship with social governance; the second part is the theory of governance and relationship with social governance; the third part is the Better Business Bureau of the basic governance paradigm; the fourth part is the innovative governance paradigm of the Better Business Bureau; the fifth part is a summary of the preceding discussion of reflection and exploration; the sixth part is the conclusion.
