The current trend of population aging in hangzhou is becoming more and more serious. By the end of 2015, hangzhou elderly population had been 1.509 million, one of five people are old people on average. Due to the limited social resources, which we must determine the priority to solve problems.This paper is based on the public choice theory and analysis from the perspective of public policy, understanding the status of pension service industry development in Hangzhou by the methods of literature, questionnaire, comparative analysis, etc. And analyze pension services policy of Hangzhou by the analytic hierarchy process (AHP), Establishing pension service policy evaluation system, using quantitative indicators to evaluate the policy effectiveness, and determining the key policy to affect pension industry development.The analysis indicates that in order to preferred configuration of social resources, Improving endowment insurance coverage is the best way to enhance the level of pension services.and reducing the endowment insurance expends rate is the best way to Improve endowment insurance coverage.It seeks to promote the development of hangzhou city pension services to the next level, while also providing real and reliable basis for the rest of the country to develop the pension service industry, and also hope that through this study, it can provide some reference valuable suggestions for the relevant government departments to solve the pension problem.
