Research On Operating System Of Community Day Care Center

With the development of social and economy, China has entered the aging society. Under the severe aging circumstance, the demand of daily life for old people becomes increasingly, and the weakening of family functions and the lack of elderly care institutions can’t meet the needs of living and spiritual of elderly. According to the current situation of China’s elderly care, it has very important to build and improve the operating system of Community day care center which is based on community and participated by government, the non-governmental organizations and enterprise. The operating system of community day care center is consists of four aspects:the subject system, the service system, the safeguard system and the supervision and evaluation system. Through evidential research and related data of the community day care center in B City, we found that there are some problems in the running system of the community day care center. The service system have the problems:fall short of life care, lack of the necessary medical facilities, neglect of psychological care, single form of activity; the safeguard system have the problems:laws and regulations of pension service are not comprehensive, lack of funding, professional service personnel of serious shortage, community service network has not been completed; supervision and evaluation system to be improved. In contrast, the developed countries and China’s Hong Kong region has accumulated a lot of experience in the community pension, such as participation of multiple subject system, diverse pension services, strict legal protection, multiple channels of funding to raise way, fully played the role of the volunteers and strict management of supervision. These experiences have certain reference value for the construction and development of community day care center in our country. According to the current situation of the development of community pension service, combined with successful experience of developed countries and regions, construction of participation of multiple subject system; raise service quality, enrich pension service content; improve relevant laws and regulations, establishment of raise way of multi-channel financing, strengthen professional level of service personnel, establish volunteer incentive regulation, building community service network; establish complete supervision and evaluation system, is necessary measures to improve the operating system of the community day care center in our country.
