Based on this, the construction of rule of law thinking of the law enforcement team is particularly urgent. Inspired by the theory of "’cognition’,’emotion’, ’will’,’behavior’", I divided the theory of"’cognition’,’emotion’,’will’, behavior’ "into three dimensions:cognition, motivation, practice. Try to construct urban management thinking path of the construction of the rule of law through legal cognition, legal motivation, legal practice. At the same time, by means of reviewing and exploring the problems and reasons of urban management enforcement officers in legal cognition, legal motivation, legal practice. And put forward the corresponding countermeasures from the dimension of the above three, so as to improve the level of urban management law enforcement personnel of the rule of law construction of thinking and the quality of urban management law enforcement personnel of the rule of law. First of all, the urban management enforcement officers should study and practice simultaneously in order to promote the legal cognition of urban management enforcement officers. Secondly, combining the internal motivation and external motivation, promote the urban management law enforcement personnel to form the correct, stable and continuous legal motivation under the rule of law.Finally, through the combination of "rigid law enforcement" and the "soft law enforcement" to optimization of urban management of the legal practice. This paper argues that the urban management law enforcement personnel of the construction of the rule of law thinking. We must make the three dimensions, system upgrading, in order to improve the urban management ability under the rule of law, and undertake the mission of promoting social harmony.From a practical point of view, the different areas of China are trying many ways to solve the problems of urban management enforcement officers in the process of law enforcement, their thoughts are similar to the legal cognition, legal motivation, legal practice, and they have got some benefits.
