Research On Refined Governance Of Urban Environmental Sanitation Based On Public Demand

Under the background of diversified social governance pattern,fine governance,as an innovative social governance model and management mode,is committed to achieving the goal of social governance and following and serving the modernization of social governance by relying on the existing policies and systems of the government and targeting the public demand.As the external environment of society,urban environmental health is not only an important index to evaluate the development level of urban management,but also an important impetus to promote the development of social civilization.The deep integration of fine governance and environmental health is to solve the overall effective governance problem,partial failure,in line with the vision of building a city that people are satisfied with.It is an important institutional innovation to carry out the beautiful Chinese spirit proposed by the 18 th CPC national congress and realize the modernization of China's urban environmental governance.Reference is presented in this paper,on the basis of related literature at home and abroad and practice,first of all discussed based on the needs of the public health research significance for the fine management problem of city environment,will demand under the horizon of fine management to the public at home and abroad research status of city environmental sanitation system,clear the article research methods and innovation.Then,the concept of urban environmental sanitation and fine governance is defined,and the theory of public demand,fine management theory and holistic governance theory are taken as the theoretical basis of this paper.By summarizing the general status of fine treatment of urban environmental health,the rationality of fine treatment of urban environmental health is analyzed,and the value of fine treatment of urban environmental health is pointed out.In Qingdao city environmental health and the state of the elaborating management,makes an empirical analysis in Qingdao city is proposed on the basis of problems existing in the environmental health of fine management,including life garbage disposal condition of chaos,the information communication channels is not smooth,environmental health management participation consciousness,large difference of the regional environmental health problems such as urban and rural areas and the reason analysis.According to the domestic and foreign successful experience for reference,the objective to understand the needs of the public health of fine management to the urban environment,respectively from the construction of scientific and solid waste management system,intelligent building demand expression mechanism,and create cooperative work governance environment and improve theenvironmental sanitation public service supply mechanism four aspects put forward based on the needs of the public path of urban environmental sanitation of fine management.
