Study On Outsourcing Of Rural Environmental Sanitation Service In Yingquan District, Fuyang City

As the main trend of the reform and development of the contemporary government,public service outsourcing is put into operation by the market mechanism,which not only helps to improve the efficiency of government work,but also improves the level and quality of government service supply..At the same time,it can also involve the society through multi-participation,then improve the democratic management of the government.Therefore,in part of China's developed areas after the pilot,governments at all levels have begun to advocate the marketization and privatization of public services.At the same time,the guarantee of the legal system granted by governnments at all levels has further promoted the development of the contract outsourcing services.Outsourcing of sanitation services is undoubtedly a hot area of practice in the supply of these public services.Despite this,the contradiction between rapid economic development and the structure of personnel quality has impacted rural life,leading to an increasingly Wworrying ecological environment in rural areas in recent years.Therefore,the practice of rural sanitation service reform is imminent.Under the advocacy of national governments at all levels,the Yingquan District Government,in conjunction with its previous practical experience in the field of urban sanitation services,decided to conduct sanitation services in rural areas of Yingquan District in 2015 after an investigation of rural sanitation services in Lai'an and other cities.In this context,the author conducted in-depth interviews with outsourced service purchasers,outsourced service providers,and outsourced service consumers.After collated the interview materials,the authors explanated the specific practices of the outsourcing project detailedly,such as the feasibility analysis before outsourcing,the purchasers and the providers.the scope of outsourcing,the fund support and disbursement methods,the outsourcing method,the outsourcing process and the division of responsibility,supervision and evaluation.After that,the effectiveness of rural sanitation service outsourcing in Yingquan District were introduced.In addition,the third-party organization adopted by the Yingquan District organized bidding,strict entry threshold,scientific evaluation,standardized contract management process and preliminary establishment of supervision and evaluation system are worth learning for other regions.Despite the effectiveness,the rural environmental sanitation service outsourcing in the Yingquan District still has a single fund channel,insufficient service motives,a single supply of outsourcing services,low-price bidding,lack of supervision and assessment,and insufficient staffing.Therefore,the paper puts forward corresponding countermeasures for the problem from these aspects:broadening the supply channels of funds,correcting service motives,cultivating service undertakers,and improving the outsourcing pricing mechanism,improve the supervision and evaluation system,strengthen the construction of personnel team.It is expected to promote the further development of rural sanitation work in Yingquan District and other areas.
