Research For Social Force Participation In Community Correction Of Chongqing Municipality

Community correction, with great importance to the social stability and development of a country, has been widely used in various countries of the world and become the representative in the development trend of execution over the world. Because community correction developed relatively slowly in China, as one city of the second batch of pilot province and cities of community correction, Chongqing Municipality began to expand the pilot throughout the city in 2005. Regulations and system with respect to community correction are still in continuous researching and modifying. Therefore social force participation in community correction is weak. As the economic society of China moving forward to a more efficient, more rapid and more stable direction, innovating social governance and highlighting humanistic spirit become the request of economy development and social progress. As one of four direct-controlled municipalities, Chongqing Municipality should be go-head in innovating social governance. As the subsystem of social governance, community correction is the important reflection of social governance innovation in the area of execution of punishment. Social force participation is important factor which has influences on community correction being conducted in an orderly manner. So, to the community correction management of Chongqing Municipality, social force participation in community correction shows great importance.Through analysis and comparison between the materials collected, this article will analyze the actual situation of social force participation in community correction of Chongqing Municipality from the perspective of social governance and find out problems now existing in the social force participation in community correction of Chongqing Municipality and put forward corresponding countermeasures in order to give a positive reference to Chongqing Municipality on perfecting execution system of community correction system, strengthening enforcement of community correction and improve the effect of community correction to achieve the purpose of maintaining the local social harmony and stability in a further step. This article contains four parts besides introduction and conclusion. The second part starts with basic categories and theoretical basis, illuminates the connotation of basic concepts such as community correction, social governance and social force, and in the meanwhile analyzes the actual relationship between social governance and community correction and the theoretical basis of social force participation in community correction under social governance: governance theory and the theory of public goods. The third part reviews the development history of community correction of Chongqing Municipality, summarizes the basic situation of community correction of Chongqing Municipality and analyzes the situation of social force participation in community correction of Chongqing Municipality and existing problems through classification and comparison. The fourth part is reflection of problems existing in social force participation in community correction of Chongqing Municipality and specifically analyzes the cause of the problems from the aspects of cognitive concepts, department structures, systems and measures, etc. The fifth part utilizes comparative method to research the foreign countries with good social force participation in community correction and worthwhile experience of other regions in present China, based on the above, gets inspiration to Chongqing Municipality developing social force to participate in community correction from the perspective of social governance and selects appropriate approaches of social force participation in community correction of Chongqing Municipality according to characteristics of regional development of Chongqing Municipality. The sixth part is the assumption on perfecting social force participation in community correction of Chongqing Municipality from the aspects of legislation system, atmosphere propaganda, system guarantee and separate function with government and market on the basis of the above research.
