Study On Social Force Participation In Community Correction Of H District Of Tianjin

Since eighteen,the party and the state have comprehensively promoted the rule of law and promoted the modernization of governance capacity.As an important work in the major project of comprehensively governing the country according to the law,community correction has always striven to shape it through continuous exploration,experimentation and innovation.In September 2013,the State Council issued the Guidance Opinion on the Government's Purchase of Services from Social Forces.At present,the community correction legislation has not yet been formed.There are various patterns of community corrections in different regions,and the effects are very different.Tianjin,as the first batch of pilot community correction cities,has always insisted on exploring and accumulating experience at the same time,and strived to integrate government purchase services into community correction work.District H,as the central city of Tianjin,has always put innovation at the top of the work.After years of exploration and trial,the innovation of community correction mode has taken shape,but there are still many problems to be solved.This article interviews all parties involved in community correction work in H district of Tianjin,and analyzes the current status,characteristics,advantages,and limitations of the innovative community correction work model in H district.Four typical community correction modes in China are selected to analyze and summarize the management and application experience of social forces.Based on the existing laws and regulations,suggestions are put forward for the innovation of community correction mode in H district.The study will give two specific suggestions.On the one hand,according to the research content and the actual situation in the H district,it is recommended that new social organizations and social forces be introduced into the community correction work to undertake part of the work and optimize the quality of educational corrections;on the other hand,improvements should be proposed.And innovative work models,rationalize the responsibilities and methods of participation of all parties,so that the executive departments and social forces participating in the work division of labor clear and perform their duties.
