| As a socialized way of penalty execution,community correction appeared in America and soon has been spreading all over countries.It is proved that community correction have more advantages over the other traditional prison sentences in reducing the cost of execution penalties,promoting social harmony,embodying the punitive humanization,and also the full use of all the social resources.Looking back on the brief history of community correction in China,those corrections involving social forces get a subsequent trials at the local level,such as the well-known "Beijing Mode" and"Shanghai Mode" which contribute the most,while in some rural communities where social forces are far behind,it has not only caused inconvenience to carry out the work but also affect the final correction results,due to the over administration and the difficulties in social resources using.As a major reform of penal system in our country,community correction pertains not only to the sociological realms but also to the public administration,which is in accordance with the theory of New Public Management and reflects the concept of the body diversification in public administration.Based on the fact that the current research lacks materials conform to rural reality and background,taking Changle,one of the cities in Fuzhou,as a case for study,this paper attempts to provide certain reference to the study of community correction in other rural areas which shares the similar background as ChangleThe paper adopts documentation analysis,case analysis,comparative analysis and Inductive deductive method to analysis the current situation about the participation of social forces in Changle and the existing problems by focusing on the diversification of governance subjects.Based on the concrete analysis in Changle in Fujian province,this paper put forward correspondent strategies to improve the insufficience in community correction and optimize the assumption to involve more social forces to join the community correction. |
