A Study On The Problems And Countermeasures Of Community Correction In G City

Community correction is a criminal execution activity carried out outside prison for low-risk misdemeanors.Under the supervision,management and education of judicial administrative departments,the good development of community correction can better help correction objects to return to normal work and life,promote their smooth integration into society,and prevent and reduce crimes.At the same time,community correction is also an important work to effectively link humanistic care,rule of law construction,social stability,and improve the modernization level of grassroots governance ability.Community correction is not only a simple criminal enforcement activity,but also an important task of grassroots governance,which requires the cooperation and participation of the government and social forces to help and promote the re-socialization of the objects of community correction.G City start implement community correction in 2005.By December 2022,there are 4,998 people had been received for correction,and the recidivism rate was as low as 0.58%,making good contributions to the harmonious and stable development of G City.After years of hard work,G City has formed a relatively perfect and unhindered working mechanism,but there are still many problems in the implementation process of community correction,especially in the practical operation.So we should to solve these problems,in order to meet the development needs of social governance in the new era.This paper analyzes and discusses community correction work in G City on the basis of public management,regards the community correction work in G City as the study object,combines the service government theory,collaborative governance theory and public participation theory,and adopts four research methods including literature research method,case analysis method,participatory observation method and comparative analysis method to analyze the current situation of community correction work in G City.The problems existing in community correction work in G City were summarized and analyzed,and then the countermeasures and suggestions for improving community correction work in G City were put forward from four aspects:the subject,object,mechanism and effect of community correction,in order to play a certain reference role for the good operation of community correction work in G city.Firstly,the initiative of community correction objects should be fully stimulated by carrying out damage repair work and resilience construction.Secondly,we should continuously strengthen the subject power of community correction.On the one hand,it is necessary to adhere to the direction of specialization and continue to promote the construction of community correction team.On the other hand,it is necessary to adhere to the direction of socialization and actively encourage and support the joint participation of all aspects of society under the social governance concept of co-construction,co-governance and sharing.Thirdly,we should improve the working mechanism of community correction by implementing the "fine" governance mechanism,the "precise" correction mechanism and the "personalized" help mechanism.Finally,the concept,law and technology are used to continuously improve the level of governance,rule of law and intelligence of community correction.
