| Land is scarce and non-renewable resource, playing an important role in human economic and social activities. Since the 21 st century coming, land illegal problem is increasing seriously in our country. Therefore, the state council promulgated to establish land supervision system in 2006. Land supervision system of our country, has been a history of nearly nine years so far. Land supervision has made some achievements and played a role. At the same time, because our country land supervision system is a new system, to draw lessons from the practice experience in this field is not much,。It also has exposed some misunderstandings in the process of practice. In the history of the rule of law ideas, where the state land supervision system is going, this is what this article research significance.Based on quantity and quality analysis, comparative analysis, empirical research and inductive research method, seeing the land supervision and monitoring of land relations as the breakthrough point, this paper expounds the necessity of establishing land supervision system in China and the role and position between the central and local government. It mainly illustrates the implementation effect of land supervision, and in the process of implementing the legal vacancy, function configuration, power supervision problems are analyzed. Through the comparative analysis of foreign land management mode, the characteristics of the domestic industry supervisory ways, it summes up that the land supervision system in our country can draw lessons from the experience. Put forward from two aspects: internal and external land supervision institutions, from perfecting the legal system, standardize supervision, absorb the social service, establish a perfect power supervision four aspects to pefect land supervision system in China. At the same time, with the modernization of national governance perspective, put forward the development direction of land supervision in the future. |
