The current international terrorism has become one of the non-traditional threats to international peace and security. Since the 21 st century a lot of global terrorist attacks happened, however the current anti-terrorism mechanism seems to be not enough when facing this new-kind challenge. Because only relaying on the international criminal law and international treaty on terror sanctions to against with terrorism activities have been presented various deficiencies, and it also has been shown that extreme terrorism organizations cannot be eradicated by peaceful means. Thus, the necessity of force against terrorism is increasingly remarkable. But at the request of the UN collective security system,all of the number countries must comply with the basic principles of international law,especially the non-force principle. By analyzing anti-terrorism practices on using force in the past years, this thesis induces a deposit of four types of outside force against terrorism,including the United Nations authorized the use of force against terrorism, the exercise of self-defense, use of force with the approval of the territorial states’ requests, as well as military force as a unilateral counter terrorism operations. By combining the use of force rules under the UN framework, respectively discusses the four different types of outside force of the legitimacy of anti-terrorism actions. These different types of using of force cross territories reflects the current rules of the use of force in response to combat international terrorism problems and deficiencies. In order to cope with the international terrorism bring huge threat to international peace and security in a better way, there is an urgent necessary to complete the mechanism of the use of force.
