Research On The Management Mechanism Of Cyber Security In Outer Space Activities

Internet technology was born since the Cold War era when there is a confrontation between the United States and Soviet Union, it has become a powerful tool for Western powers to seek world hegemony and political authority. In order to seek for greater right of discourse, participation and leadership in the world stage, the western countries generally consider the network technology competition as the important strategic standards to lead and manipulate the future world. Network technology has experienced several technological revolutions, showing explosive growth and diffusion trend, quietly infiltrating into every corner of political, economic, military, cultural and social life, it plays an important role that cannot be replaced. The Internet and the outer space both belong to the field of non-traditional security. Since the twenty-first Century the outer space has been a key field to game and compete by Western powers. Space powers have got rapid development in space exploration technology, leading to the same prosperity of outer space technology and network technology. Space technology is the important basis and the key support the network technology, the effects are mutual. Outer space field and network field both are vulnerable, uncontrollable, catastrophic and widespread. Once one filed is under attack, the other party will inevitably suffer from huge losses. Therefore, it is urgent to establish the full range three-dimensional security mechanism of the strategypolicy-technology- Law to safeguard the cyber security in the outer space activities.Firstly, this paper begins with the different attributes of the cyber security and the traditional domain security, and introduces the meaning, characteristics and important value of the security of the network. Secondly, it analyzes the hidden trouble of the network security in the outer space activities, and analyzes the basic principle and the system of the international law. Moreover, it analyses and concludes the experiences and shortcomings of the legal policy for the cyber security of the outer space, in order to provide reference for the establishment of the legislation of the cyber security of outer space in China. Finally, this paper points out that for the purpose of protecting cyber security of outer space, it is necessary to build the national security system of strategy, policy, technology and law.
