The Research Team Construction Of City Community Workers

After 36 years of the reform and opening-up policy, the social structure and interests pattern has been being adjusted with the continuous development of economy and profound changes of economic system of China. The social stratum differentiation and the emergence of social organizations have increased social contradictions, thus the social construction, especially the community construction of the most basic public sectors, has become the key task and difficult issue of the government in social management. Because the defect on social service and management and the lack of systematic thinking of team construction and management of community workers caused the low quality of personnel, low wages and treatment, low professional identity and low personnel stability of the community workers, especially the urban full-time community workers. Therefore, it becomes more and more urgent to strengthen and improve the team construction of the community workers. From the perspective of government management, this paper grasps the understanding of community workers on their work and the problems existing in the team construction of the community workers through the questionnaire survey to the community workers in D Street Community in Beijing City, analyzes the reasons of the problems and finds the feasible measures to strengthen the team construction of the community workers by applying the public administration theory. This paper argues that community workers construction should start by defining a clear professional identity, then setting up a strict barriers to entry, increasing the professional skills training, promoting the "selection and employment separation", "community committees and service station separation", adding professional positions. On keeping stability of the team, we should improve the remuneration of community workers, broaden promotion channels, improve the working environment, and finally improve their self-identity. At the same time, we also introduced a wide range of social resources. On one hand, the government should make more efforts on social organizations and procurement of services; on the other hand, promote administrative reform, innovation governance, so as to improve social services management.
