Research On The Government Administration-oriented Monitoring System Of Network Public Opinion In The Industry

The rapid development of the Internet brings convenience to the people’s life as well as the deep changes of the whole society. The Internet attracts a large amount of people by its anonymity, freedom, and interactive. So much opinion and comment information is gathering with exponential growth. Meanwhile, communities and social networking platforms gradually show their reputation influence. Many well-known enterprises are deep-ploughing on the Internet, trying to establish a deeper connection with the client, and expanding the scope of the customer relationship management(CRM).So paying more attention to the network public opinion becomes a trend of industries. And how to mine valuable information in the mass of Internet information, which is helpful for enterprise production and management, CRM, and the improvement of product services, has become the focus of academia and industry. Thus network public opinion mining comes into being, and the research holds the opinion that the industry can get valuable information from Internet information in four categories: industry reputation, industry product service promotion, industry competitive intelligence, and industry CRM. On the other hand, with the transformation of government functions, it is the trend to build a service-oriented government. And how to provide more valuable services for the industry also becomes an important focus of the government function reform. So, the Internet which is full of public opinion and emotional views is also a massive database of information.In view of the industry’s desire for the value of massive public opinion information and the government’s expectation to better serve the industry using the public opinion information, this paper adopt a bottom-up approach and build a government oriented industry network public opinion monitoring system, both combining the actual value of public opinion provided for the industry and the macro nature of government policy formulation. The system mainly includes: public opinion monitoring analysis, qualitative analysis and quantitative analysis of government decision making management. Public opinion monitoring analysis, consisting of high frequency word analysis, public opinion analysis, public audience analysis, public opinion spread analysis, public opinion trend analysis, public opinion life cycle analysis, public people analysis and public opinion media analysis, mainly aims at the rough network data processing and filtering. The network public opinion data will be sufficient to provide data basis for the government decision-making both quantitatively and qualitatively after the above analysis. The qualitative analysis of network public opinion try to get summary and overview of the status, including: influence of public opinion, positive and negative emotions, user activity, the audience characteristics, the direction, public people, public opinion dissemination channels. However, the quantitative analysis try to quantify the heat of public opinion from the perspective of building index system and uses factor analysis method to determine the weight of each index and calculate the industry heat finally. Based on quantitative and qualitative analysis, a set of more scientific and reasonable description and measure can be produced which effectively reflect the industry status. Finally, this paper chooses the food and drug industry and takes the Sina microblog as the data source to carry on the empirical research to prove this system.And the result shows that both public concern and the industry heat maintain a high level for food and drug industry. Since a lot of problems are exposed, the urges coming from the public that the government should strengthen the supervision are high. And the negative public opinion is the most likely to cause a wide range of attention and spread. So the government should keep a long-term supervision on this industry. Meanwhile, the topics on “genetically modified food” attract a large crowd. And the public are generally confused and hold the neutral, wait-and-see attitude. These topics also need a certain degree of concern from the government. Finally, the empirical study proves the monitoring system established in this paper is scientific and effective.
