Research On The Construction Of The Government Monitoring Responsibility Mechanism For Network Public Opinion Based On Responsibility List System

With the popularization and deep development of the Internet,network public opinion events occur frequently,and its monitoring has become the main content of the management of relevant government ministries.However,the government's inadequacy of public opinion monitoring in the network era has become increasingly prominent,especially in the construction of responsibility for network public opinion monitoring.Therefore,how to build a reasonable list of responsibilities and explore a scientific accountability mechanism based on the list of responsibilities to promote better public opinion monitoring work is the key issue to be solved in this paper.In recent years,the government responsibility mechanism of network public opinion in China has achieved certain results,such as: the government monitoring organization of network public opinion has taken shape,the law has gradually improved,and accountability is in the ascendant;at the same time,there are many problems in its practice,including unreasonable list of responsibilities,unscientific evaluation of responsibilities,inadequate accountability,etc.The lack of responsibility consciousness,the lack of responsibility system and the anomie of accountability procedure affect the scientificity and effectiveness of the construction of government monitoring responsibility mechanism of network public opinion.At present,through the analysis of typical cases in China,it is found that the government attaches great importance to the monitoring of network public opinion events,but there are many problems such as the low professionalism of public opinion monitoring,inadequate accountability disposal and so on.From the perspective of foreign countries,the United States has established a reasonable supporting system of accountability,Singapore's efficient and perfect accountability institutions and Japan have jointly managed.Management process.Based on the domestic lessons and foreign experience,it is necessary to scientifically plan its top-level design,actively improve its responsibility list and rationally design its operation process in the construction of government monitoring and accountability mechanism of network public opinion.Therefore,it is necessary to construct a responsibility list suitable for network public opinion monitoring.Then,on the basis of responsibility list,we should focus on the following three aspects to put forward countermeasures and suggestions for the construction of government monitoring and accountability mechanism of network public opinion: First,we should construct a network public opinion responsibility decomposition and supervision mechanism based on responsibility list system,including clarifying the subject pair of public opinion monitoring responsibility.The second is to improve the evaluation mechanism of network public opinion responsibility monitoring based on the responsibility list system,including exploring the subject of multiple public opinion monitoring responsibility evaluation,constructing the evaluation index of scientific public opinion monitoring responsibility and seriously organizing the implementation of public opinion monitoring responsibility evaluation;the third is to strictly base on the responsibility list system;the second is to improve the evaluation mechanism of network public opinion responsibility monitoring based on the responsibility list system;and the third is to strictly organize the implementation of public opinion monitoring Responsibility Evaluation Based on the responsibility list system.The accountability mechanism of network public opinion monitoring includes reasonable design of accountability and accountability methods,scientific standardization of accountability and accountability procedures,and active exploration of its accountability and relief system.The research results and innovations of this paper mainly include four aspects: firstly,to study the internal relationship between responsibility list and accountability mechanism in depth and seek its logical fit;secondly,to deeply analyze the current situation,problems and main causes of the construction of government monitoring responsibility mechanism for network public opinion monitoring;thirdly,to construct a responsibility list suitable for network public opinion monitoring accountability;fourthly,based on responsibility.The list gives the countermeasures and suggestions for the construction of government monitoring and accountability mechanism of network public opinion.
