Research On The Basic Path Of Constructing Thegovernment Under The Rule By Law In Hubei

In order to complete the strategic task of the 18 th Communist Party of China(CPC)Central Committee, the fourth plenary session of the 18 th Communist Party of China(CPC) Central Committee announced promote the rule of law, governing by law and administration by law, build a country under the rule of law, a law-abiding government and the society under the rule of law. The general target is to form a system serving the socialist rule of law with Chinese characteristics and build a country under the socialist rule of law.This article from the perspective of the government under the rule of law construction, discusses the path choice of the construction of the government under the rule of law in Hubei province. This paper is divided into four parts:The first part includes the background and basis, purpose and significance of the study, the domestic and foreign research review, academic ideas and ideas in four aspects. This part first government under the rule of law construction of the current background, basis made briefly, then tells the purpose and significance of the study, and then described the origin of the government under the rule of law and the claims of domestic and foreign scholars.The second part is the basic theory of the rule of law government construction. Summarizes the three theoretical basis of the construction of the government under the rule of law, the power of the people’s sovereignty theory, control theory and the theory of socialist rule of law, and discusses the basic meaning of the rule of law and government, including China and the Western understanding of the rule of law, and the meaning, contents and characteristics of government under the rule of law.The third part analyzes the basic achievements of the rule of law in Hubei province and the problems faced in this process, and finally talked about the necessity. The first section of this chapter is a summary of the achievements of the rule of law in the construction of Hubei Province, mainly for the performance of the more prominent of the construction of the rule of law in Hubei Province in recent years. In the second section, from the perspective of the government of Hubei Province, discusses the problems existing in the construction of the government by law in Hubei province. And in the third section, talked about the reasons behind the problems from the internal and external. Finally, described the necessity of building a government ruled by law in Hubei province from three aspects of the market economy, social development and national construction.The fourth part summarizes the path of government under the rule of law construction in Hubei Province, discusses how to build the government under the rule of law in Hubei province from the government’s function and organization configuration, system construction, the construction of administrative ability and administrative supervision.
