The Research Of College Students' Legal Education Under Comprehensively Country Law-based Governance

The Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China has the first time in the history of party building to make "Nomocracy" as the theme of the session.As the resolutions passed at the meeting,“Central Committee of the Communist Party of china's decision about Several major issues in comprehensively promoting the Nomocracy ” announced: Governing the country according to law is the essential requirement and important guarantee to insist and develop socialism with Chinese characteristics,and it is also an inevitable requirement to modernize the national governance system and governance capacity.This goal is a great theoretical innovation of socialism with Chinese characteristics in the new era,and it is also a major innovation of scientific socialist theory and practice.In the report of the 19 th Communist Party of China National Congress,Xi Jinping pointed out that comprehensive law-based governance of country is a profound revolution in state governance,and it must be insisted by scientific legislation,strict law enforcement,fair justice and people abide by the law.Comprehensively administering the country according to law has created a good environment for university students 'rule of law education,and university students' rule of law education can also provide talent support and guarantee for comprehensively administering the country according to law.Strengthening the rule of law education for college students under the background of administering the country in accordance with the law is the need to train the builders and successors of the socialist cause with Chinese characteristics in the new era.It is necessary to give full play to the important functions of ethics in colleges and universities and the need to train high-quality outstanding citizens.It is also the need of the undergraduates' legal literacy to be improved.At present,there are weak links in the education of the rule of law for college students.University training programs generally do not pay much attention to the quality of the rule of law;colleges and universities do not provide a separate public required course of the rule of law education;the university's rule of law education is not closely connected with the rule of law education in primary and secondary schools;The literacy is uneven.There are manyreasons for the weak links in the rule of law education for college students,including school education,social environment,and students themselves.In-depth analysis of the current plight of the rule of law education for college students,and strengthening the rule of law education for college students under the background of comprehensively administering the country according to law,can start from three aspects: the rule of law education program,the rule of law education environment and the rule of law education team.To strengthen the rule of law education for college students,it is necessary to scientifically formulate the plan of rule of law education for college students.The content of rule of law education should be included in the training programs of various majors,and it is suggested that public compulsory courses of rule of law education should be set up separately to promote the convergence of the rule of law education curriculum system in universities,middle schools and primary schools,so as to truly implement the comprehensive rule of law.It is necessary to give full play to the role of campus environment,social forces and network environment in the rule of law education for college students,and give full play to the leading role of law majors and disciplines;To strengthen the rule of law education for college students,it is necessary to give full play to the role of educators.It is necessary to effectively improve the professional level of teachers in rule of law courses,strengthen the legal education level of teachers in public courses of rule of law education and improve the legal literacy of teachers in various professional courses.It is also necessary to strive to improve the legal literacy of school counselors and administrators,give full play to the role of counselors and university administrators,and let teachers in rule of law education and auxiliary teams play their roles together.
