Reconstruction Of Urban Multi-ethnic Community’ Power Order In Urbanization Process

With the realistic background of urbanization, the villages which inhabited by ethnic minorities are merged into city, thus urban multi-ethnic community is formed.Its features of multi-nationality and transitional character make urban multi-ethnic community became the focus point of problems and contradiction in urban community. Analyzing the process of its governance and developing venation is especially important for the research of community’s transition and governance.This paper selects reconstruction of urban multi-ethnic community’ power order in urbanization process as the research topic, chooses the transition of Y community in Yinchuan as a case, holds theories of Hayek social order and governance as the theoretical perspective trying to build the analytical framework of “community organization—community events ”, adopts to observation and depth interview as the research methods. Through the analysis it finds that the functions and relationship between subdistrict office and neighborhood committee are very changed, the community self-organizing develop premature, in the framework of construction order subdistrict office play a dominant part, in the framework of spontaneous order neighborhood committee at the core position, the religion organization in community is important for the minority residents, the construction order and spontaneous order interact to promote the reconstruction of community power order. This paper assumes that urban multi-ethnic community have to maintain the power construction which neighborhood committee at the core position at this stage to integrating community resources and developing social organizations, at last move forwards to the power order of multi-subject participation.The innovation of this paper is that studies the reconstruction problem of urban multi-ethnic community from dimensions of dynamic and static, structure and processin order to avoid segmentary conclusion, in addition selects urban multi-ethnic community which in a period of transition as the research subject to analyze the transformation process from the village to community.
