A Survey On Civil Service Policy Preferences And Its Impact On The Effectiveness Of Public Policy Implementation

Public policy in the actual implementation will appear some “obstruction” and “bias”problems,civil service policy preferences is one of the important factors. Much people concerned about food safety issues in recent years,also exposed some food safety incidents in recent years,shows that the implementation of food safety regulatory policy has some problems and shortcomings,and the food safety regulatory policy preferences of civil service is one of its main causes.Civil service policy preferences may affects sufficiency,fairness and efficiency of food safety supervision policy implementation.To ensure the quality of food safety supervision, need to strengthen the scientific management of civil service policy preferences.The paper conducted a survey and interviews discussion in the August and September of2015 on the basis of existing research results.The samples is 5 cities(state) 15 county government food safety supervision department of G province,which is the first province introduced food and drug administration institutional reform program and completed provincial-city-county three levels of food and drug supervision system reform in the national.Through five dimensions of gender,age,ethnicity,social class and socialization, Analyzed the civil service policy preferences in food safety supervision policy implementation,tries to explore the impact of civil service policy preferences on implementation effectiveness of food safety supervision policies.The study found:in food safety supervision departments,gender,age,social class and socialization experience affect civil service policy preferences;the significant influences of ethnicity factor on civil service policy preferences doesn’t exist;civil service policy preferences and effectiveness of the implementation of food safety supervision policy are related,it affects sufficiency,fairness and efficiency of food safety supervision policy implementation.In view of this,this paper puts forward to strengthen preference integration in food safety supervision policy-making,promoting representative bureaucracy of food safety supervision department,strengthen the scientific management of civil service’s food safety supervision policy preferences, improving theperformance appraisal and supervision accountability mechanism of food safety supervision policy implementation, promoting multi-stakeholder involvement of food safety supervision policy implementation as measures.Hope this paper can for the related research of civil service policy preferences and government departments to improve food safety supervision policy execution work,correct understanding and management civil service policy preferences,perfect the management of public policy implementation in the perspective of civil service policy preference to provide a little inspiration.
