At present,China's social security incidents,public health incidents and other emergencies has become more and more frequent,which is a great challenge to the capabilities of government emergency management.As a front-line staff and government policy enforcement,the gross-roots civil servants is a key role to enhance the government's ability to deal with the emergencies.Whether the gross-roots civil servants have the risk perception,the level of their risk perception is high or low,which has an significant impact on the early warning and timely disposal of emergencies.Good risk perception is the important prerequisite for the gross-roots civil servants to make effective response and improve the ability of government emergency management.However,the current research rarely concerned about grass-roots civil servants,especially the grassroots policy enforcement civil servants who known as "street bureaucracy",and there are really lack of some systematic research of the grass-roots civil servants's risk perception.In order to understand the risk perception of the grassroots civil servants in Shanghai,and to analyze the dimensions of their risk perception,and to grasp the influence factors of risk perception,this paper takes the grassroots policy enforcement civil servants as a breakthrough,and bases on their daily work,combined with demographic variables,around the personal characteristics,emergencies and organizational characteristics this three factors,and under the guidance of some theories like risk perception,competency model and other relevant theories,constructed the influence factors analysis model of grassroots policy enforcement civil servants 's risk perception.At the same time,this study made a questionnaire about the grassroots policy enforcement civil servants's risk perception based on the literature review,expert consultation and interview.Finally,the empirical analysis is used to test the above model,and the main conclusions are as follows:(1)Risk perception of the grassroots policy enforcement civil servants has 4 dimensions,mainly includes the degree of familiarity,the degree of control,the risk response and the risk prevention;(2)Risk perception of the grassroots policy enforcement civil servants has no significant differences in gender,duty classification,educational level and frequency of emergencies,but different position classification and the working life will make their level of risk perception have significant difference;(3)Risk development trend is positively affecting the risk perception of the grassroots policy enforcement civil servants;(4)In terms of personal characteristics,emotional stability negatively affects risk perception,and openness,agreeableness and extraversion have positive influence on it,and among them;(5)In the organizational factors,the effectiveness of unit emergency training and the effectiveness of the unit emergency plan positively affect the risk perception of the grassroots policy enforcement civil servants,but the organizational atmosphere negatively affect the risk perception,the more rigor the bureaucratic system is,the more emphasis it is laid on the organizational structure and operation order,and the less awaren of the whole work,the lower of the risk perception of the grassroots policy enforcement civil servants;(6)Risk perception can helps to increase positive coping behavior,and the organizational atmosphere not only helps to increase positive coping behavior,but also can reduce the negative avoidance behavior and emotional release.
