Study On The Safety Management Of Guangdong Waterway

Waterway is an important public welfare infrastructure in the country, and it is also the basic carrier of the economic development of water transportation. Since the establishment of the Waterway Bureau of Guangdong Province in the 60 s of last century, it has made great progress in Guangdong waterway’s construction, maintenance and management, and made significant contribution to the economic development of Guangdong waterway. But as the Channel Law was implemented, and the construction Pearl River-West River economic belt has become an important national strategic, Guangdong channel has become one of the key factors of the economic development of waterways.Navigation safety management faces new situation and higher requirements, but Guangdong Waterway Bureau has not yet launched comprehensive and systematic research on the safety management system, and hasn’t made systematic statement for the current situation and existing problems of province’s navigation safety management. The paper takes the waterway in Guangdong Province as a case, to clarify the safety supervision responsibilities of the Department of Navigation, to find out deficiencies and problems of the safety management of the waterway under the existing channel management system, and to put forward effective countermeasures and suggestions. So they can jointly do a good job in water traffic safety management, provide safe and convenient waterway service for the development of water transport, do favor in further implementation of the Channel Law, and offer powerful support to a national development strategy.There still exists a certain gap between the Guangdong Provincial waterway safety management work and social development. Based on the theory of safety management, this paper first makes overall research on Waterway in Guangdong Province and analysis on Guangdong waterway security situation and research on the characteristics and regularity of Guangdong waterway safety management. This paper uses the safety management experience of Guangdong,domestic and other countries management institutions of the same type for reference, to propose to improve Guangdong waterway safety management system and mechanism, strengthen the construction of waterway regulation, enhance the Guangdong Provincial waterway security level.Through the study of this paper, systematic summary of security management of Guangdong Provincial waterway and the beneficial exploration and trial to enhance the Guangdong waterway safety management level have been made. It will play a positive role channel management.
