Study On The Path Of Practicing Power List System In Lanzhou

Since the reform and opening-up, with the rapidly developing of society and economy in our country, the range and limitation of government administration has been expanding, lots of issues have came out, for instance, Abuse of Civil Rights, Power Rent-seeking and etc., which have became the obstructive factors of developing society and economy. In November of 2013,<The Decision on Major Issues Concerning Comprehensively Deepening Reforms> was approved by the third Plenary Session of the 18 th CPC Central Committee, the Power List System has been set up by the local governments and related departments. The Power List System, which is based on accounting and clarification the quantities, types, working procedures,applying conditions, performing boundaries of the local governments and related departments.But this is just a starting point, following "exposing Power in sunshine" and "Supervision and Restrictions of Authorities" is the landing point of the Power List System which has guaranteed the rights of people. Hence, the Power List System is called "Government’s Self-revolution".Establishing the Power List System to the benefits of streamline administration and institute decentralization, impelling anti-corruption and "Caging the Authorities in the Rule". However,the theory and the practice of the Power List System is still in the process, lots of difficulties exist in the progress of implementing in the experimental places. Be the western city, the Power List System is initiated into practicing in Lanzhou, hence, within the background of comprehensively deepening reform and legalization, it is significant to research and explore the Power List System.From the views of Public Administration, Law of Public Administration, Administration Management, the paper aims to analyze the deification, connotation, effect of the Power List System and the operation, practice and problem, furthermore, analyze the issues of establishing the Power List System by the government and related departments in Lanzhou, discuss the path to further implement the Power List System, and expect to take the benefits into substantial results of the power list system of Lanzhou.
