Research On Security System Of The Right To Settle Down In Hometowns Of Overseas Chinese

With the development of economic globalization and domestic economy and society, there is an increasing number and new characteristic of overseas Chinese settling down in hometowns. The right to settle down in hometowns is the basic right of overseas Chinese;however, current provisions of settling down in hometowns inherit traditional strict policies,which impose restrictions on the right of overseas Chinese largely. In this paper, the current situation of settling down in hometowns is analyzed. On this basis, the drawbacks existed in current security systems of settling down in hometowns in modern society are expounded;besides, the reasons of current security system problems are analyzed. Finally, the suggestion to complete the security system of settling down in hometowns for overseas Chinese in new situations is putted forward, such as clearing the security principle of the right to return,ranging from policies adjustment to laws adjustment mainly, combining administration and service of the government, opening up essential conditions of applying for settling down in hometowns, adjusting for the registration system, giving full play to the effect of overseas Chinese federation in the the right relief, and so on, in order to achieve to the goal of guaranteeing the right to settle down in hometowns for overseas Chinese really.
