| Government Performance Management is based on the performance of business administration. To lead the behavior of the government, to supervise the working attitude of government employee, the application of the government performance management is important. When the government wants to lead to the most output of public service, it still needs to take care of the relationship between inner management and externalization, the quantity and the quality, the economical factor and political factor. In the 20 thcentury, the government in western country raised an evolution called new public administration. The earlier period of the revolution placed emphasis on reducing the scale of the government, the later period placed emphasis on performance management. The target of the revolution is to improve the efficiency of public administration. In China, from the year of 2005, the prime minister Wen announced to establish a scientific system to evaluate the performance of the government, and to establish a system to realize the mechanism of administrative accountability in the report on the work of the government. After 10 years, the academic research on the Government Performance Management became popular. But the supportive research of the Government Performance Management is still in blank. At the same time, in the process of practice, it also met some problems such as performance indicators, performance indicators, performance funding, lack of performance communication and performance results are not used.This paper from the results oriented perspective are analyzed through field investigation and interview the present situation and the existence of H City Local Taxation Bureau performance management features, problems, and find out performance management causes, and from the deepening of organization and individual understanding and performance management, establish a scientific performance appraisal to improve the performance evaluation mechanism, establish performance analysis mechanism, improve the performance of process management mechanism, improve the performance management system, performance management and training professionals to improve the performance appraisal results and other aspects of the use of H, Local Taxation Bureau to provide suggestions for further optimization of the performance management, and provide some reference for our government departments to promote performance management. |
