Performance management is a core content of human resource management activity in public section, which is vital to improve the organizational management level, consummate the encouragement system, set up the correct values and achieve the strategic targets. However, the performance appraisal system in Chinese public administrative department still has many shortcomings, which have severely affected the healthy development of the team and the execution in public administrative department especially. As a key law-enforcing department in our country, tax department is now practising a strategy of setting up an public service oriented and an management modernization tax organization. How to enhance the performance management and promote the performance of organization and staff have become an important task in the tax department.In recent decades, we have many theoretical achievements of researching business performance management, but there is an shortage to researching government office, especially in local taxation bureau. Even though this research has been put into practice in local taxation bureau in some individual places, there is only a preliminary achievement. It can not be denied that the various appraisal measures such as the official year inspection, the department responsibility, energy level appraisal and the objective management which the local taxation bureau carried out played an important role in tax administration, but the questions that exist in the original examining methods are exposed day by day.According to this purpose, this text want to analyze the existing problems of performance appraisal index system in LYG's local taxation bureau and explore the reasons. And then to design a more high-efficiency performance appraisal index system in tax department by making a rational use of talent assessment and absorbing home and abroad advanced experience. This article will learn the ongoing results of talent assessment research fully and focus on the methods for building talent assessment system in LYG's local taxation bureau. This text's aim is to build an indicator system to evaluate the management performance which aims at competency and to realize the job abjective about "Three First"(the first ranks of cadres, the first taxation services, the first achievement in the work) in view of the actual situation of LYG's local taxation bureau.
