| Research of the NGO’s action strategy is the response to the static structure research about the relationship of “State-Sociologyâ€, which focus on how the NGO interact with the country to obtain the legitimacy and take action, which reflects the microscopic practice of the relationship of “State-Sociologyâ€. In the government-led unilateral dependence structure, the government plays a dual role of supplying legitimacy and resources. Corresponding, the study of the action strategies are mainly around the grassroots NGOs how to obtain legitimacy and how to cooperate with the government through embedded actions.Today the environment about NGO has undergone major changes. In the aspect of institutional environment, the threshold of NGO registration is reduced; local governments encourage NGO to develop. Resource supply also showed a trend of diversification, and NGO intends to obtain financial support from a number of channels such as governments, foundations, enterprise, in order to ensure healthy capital structure. In such an environment, NGO action strategies will be different than in the past? This paper will analyze a case with the resource dependence theory. In the multilateral resource structure, the case organization focus fundraising; looks for resources with existing programs, showing a high autonomy; use funds portfolio strategy with the different funding characteristics of government, foundations, enterprise, to meet the need of financial operation. The study found that, compared to existing research, the case organization gets legitimacy easier; raises funds through more institutionalized channels; depoliticizes when express its publicity. This paper has a preliminary discussion about the different behavior logics when governments, foundations, enterprise funding NGOs. In the multilateral resource structure, on the one hand, diversification of resources is beneficial for NGO’s autonomy; on the other hand, NGO takes expedient strategy faced with different donors, which is unfavorable for the growth of society. If there is no national empowerment of NGOs, no institutionalized channels for expression of interest demands, the publicity production will be difficult to achieve effective progress. |
