Before 2008,the whole country’s tutoring of primary and secondary has been monopolied by the school and the teacher.But in 2008,the relevant documents were enacted by the Ministry of Education,which banned school and school’s teacher to teach remedial classes under various names for personal profit,then,the prohibition of opening tutoring in school was swept in the country.At the same time,many tutoring agencies,which arrested the opportunities,occupied the market with the lighting speed.According the statistic of ministry of education,the number of tutoring institution from 10 in early 2010 to 30 in 2015.With the rapid development of tutoring agency,a series of problems have cropped up.For instance,operating without a license,cry up wine and sell vinegar;faculty uneven in quality and cheating;the training fees rose and wanton price,and so on.Because of the supervision of Lhasa to tutoring institution had the misplaced and absence problems,which indirectly gave tutoring institutions opportunity to drill the hole in the law,and then,these problems developed into social problem.Through these problems,it can not lead to our thinking about the functions of government in basic education tutoring market.With the author’s experience in basic education tutoring institutions and the deep survey to 9 tutoring agencies located in Lhasa,the first analysis of the Lhasa basic education tutoring market background and reason as well as the characteristics and problems in contemporary development,then analyzes the Lhasa’s government functions、definition, necessities and vulnerabilities on the basis of education tutoring market followed proposed the suggestion on Lhasa government functions on the development of tutoring market, and finally presented the government’s function in basic education tutoring market development by case analysis.
