The local government's performance of education duties is a statutory responsibility,and it is also an institutional guarantee to optimize the allocation of educational resources and promote the coordinated development of education.The prefecture-level government has played an important role in the development of basic education and has a special status.It is also a weak link in realizing the modernization of education.Based on the incentive principle of "promoting construction by evaluation",according to the theoretical method of government(department)performance evaluation,follow the logical framework and standards of input-process-output-effect and economy,efficiency,effect and fairness,and take into account the process.Control and result orientation,the government's performance of basic education responsibilities evaluation aims to improve government performance,drive the realization of government education functions,and manage the education that the people are satisfied with.The indicator system determines the scientific nature of the evaluation.According to the theoretical method of government performance evaluation,based on the "4E principle",the performance evaluation index system for basic education of local government is designed.The first-level indicators are rule by law,investment in education,construction of teachers,conditions for running basic education,education and teaching,and social satisfaction.According to the connotation of six primary indicators,combined with indicators operability and data availability,Selected 31 evaluation systems for terminal indicators.At the same time,the weight of each level of indicators is determined by combining expert symposiums with expert consultation survey methods.The significance of constructing the evaluation index system lies in the evidence.An empirical study on the typical representative and forward-looking G provinces found that the comprehensive performance evaluation of basic education performance of 21 municipal governments in G province was 62.34(percentage system),and the correlation between economic development and government education performance was stronger.The social satisfaction index score is better than the objective index score.Further analysis found that the"first-class indicators" in the six primary indicators performed better,and the "education funding investment" performed poorly.In addition,in the social satisfaction survey,household registration,income,etc.have a certain impact on satisfaction.The evaluation further found that the overall performance of the performance of basic education in the G-level and municipal governments was low,the regional imbalance,insufficient investment in education,the need to improve the conditions for running the basic education,and the need to strengthen the construction of the teaching staff.The main reasons for the investigation are:the imbalance of regional economic development,the huge population base,the shortage of education funds,the uneven allocation of educational resources,and the imbalance of educational resources in rural population migration.To this end,the first is to optimize the financial investment mode of education,the second is to speed up the construction of education informatization,the third is to promote the development of private education,the fourth is to strengthen the construction of the teaching staff,and the fifth is to improve the management level of school management.This paper studies the performance evaluation of basic education for the first time for the local government.The evaluation index system construction and the factual discovery are original,and contribute to enriching the theoretical methods and empirical cases of government performance evaluation.
