With the deepening of reform of the administrative system, t he purchase of services to the community for public facilities maintenance has become universal public service mode, in the purchase of services of custody of public facilities in the process. How to regulate the behavior of custody, properly treat the relationship between government and market is particularly important. Water infrastructure,which plays an important role in flood control and drainage, is the city public basic facilities,and it make sense to explore the purchase of service for water infrastructure.Guangming New District of Shenzhen, which established in 2007, is the first exploration of the regional administrative system reform. Its preparation is highly streamlined, and so the purchase of public service becomes a must. The behavior of services purchase to water infrastructure began in 2011, The work started late but workload is big, so the custody services uneven in the system and the operation, which make it hard to improve the water supply facilities management and maintenance level. After the study of the purchase of water infrastructure in Guangming New District, there are some deficiencies such as the assessment is not quantitative and other issues in the current situation. To solve those problems,this paper put forward some improvement strategies and safeguard measures,in order to improve the level of waterworks operation.This thesis analyses through field survey, symposium, comparative literature and combined with the case, put forward the corresponding recommendations, provide theoretical and practical guidance for the waterworks operation of Guangming New District.
