Research On The Influence Of Accountability In The Background Of Service Purchase On The Operation Of Social Organization Projects

In recent years,social organizations have taken advantage of their own advantages to undertake more and more government procurement services and participate in all aspects of social public management.In the process of purchasing services,the government subcontracts public services to social organizations in the form of projects,grants funding support and plays a supervisory role.This project-based form has become a new type of cooperation between the government and social organizations.However,social organizations are also faced with more and more problems while they are developing rapidly.Their credibility is sceptical,and accountability to social organizations has become a non-negligible component of the government's purchase of services from social organizations.Therefore,to explore effective accountability and use accountability to promote the operation of social organization projects,so that better realization of public interests becomes more meaningful.This article combines the periodical process of project management to summarize the way in which the purchaser's accountability is involved in the project's operation,and compares and analyzes the status of the accountability involvement in the project's operations based on field research.Through analysis,it is found that the purchaser's accountability to intervene in the operation of the project facilitates the standardized operation of the project,which can effectively improve the performance of the project operation and promote the sustainable development of the project.However,the intervention process also revealed some problems,and it does not benefit the normative development of the project.In this regard,the author proposes several suggestions for regulating accountability and intervention in the development of project operations:First,establish a comprehensive monitoring system and jointly promote the standardization of project operations.Focusing on the content of the accountability in project operations,the premise of the mission of social organization development is to increase the degree of information disclosure of social organizations,broaden the organization's response channels,and improve the internal operational norms of the project.Second,improve the various ways of accountability of social organizations and increase the social attention of project operations.The combination of encouraging accountability,participatory accountability,and informal accountability has stimulated the enthusiasm of the self-respecting subject,and has really checked the project's operational quality.Third,it will broaden the channels of accountability and seamlessly integrate accountability for project operations.Improve third-party accountability mechanisms,improve assessment expertise,encourage multiple accountability,build a national accountability system,and achieve effective accountability.Fourth,focus on the mission and vision,strengthen self accountability,and achieve sustainable development of project operations.Establish the vision for joint project development between the responsible subject and the social organization to ensure the provision of public services is the target of accountability,strengthen the self-accountability of social organizations,increase the self-development capacity of social organizations,and jointly promote the efficient operation of projects to achieve public services Effective delivery.
