On The Community Correction Mechanism

In 2003, the concept of community correction system in China was given in a document, the nature of community correction is defined to the non-confinement penalty enforcement activities. As the theory research and practice of community correction continuously explore, many experts questioned it.They thought that the nature of the "penalty" caused chaos.Understanding the value orientation of community correction is the premise of grasping the nature of community correction, the key is the punitive of community correction. As an import, to promote community correction system in China is a course with the localization of a foreign system,we need to learn from foreign advanced experience,at the same time, we should combine it with the actual situation of our own country, we should not follow other country blindly. The development of community correction in our country has the tendency of practice, practice and theory play the bidirectional interaction, which is determined by the working characteristics of community correction. From the personnel structure, organization, concrete system and local characteristics of Y city,I have carried on a study of community correction. The community correction work of Y city continuously explore innovation,at the same time, there are still many problems such as staff ratio imbalance, imperfect system, shortage of manpower.Judicial execution of community correction also has difficult, the concrete implementation of community correction is not quite as good as our first idea. Because of the shortage of grassroots judicial offices, setting up professional officer of community correction should be considered.we should also build the victim participation which is established on the basis of restorative justice. Through these ways,we can improve the effect of community correction, an effective supervision mechanism can also be established.
