Research Of Aviation Unexpected Public Health Emergency Management

Emergency management capacity of public health emergencies is an important factor in the maintenance of public security and social stability, and how to response to public health emergencies efficiently and reasonably is a major issue to test governments, but also is an important indicator of governance capabilities. In recent years, as China’s rapid economic development, foreign exchange have become increasingly frequent, factors which induce public health events are also increasing,therefore, now, strengthening the management capacity of the public health emergency response study become our priority.This paper starts from the situation of emergency management of Lanzhou airport the theory of public governance, crisis management and risk management were used integrated, and then leading to an objective analysis of both the achievements and the problems of the Lanzhou airport in public health emergencies emergency management, analyzing the reason of from the system construction, institutional mechanisms, financial investment and other aspects. Then the paper drew on the experiences of the countries such as US, Japan, Russia and other countries, extracting factors which would be beneficial to our country’s emergency management of public health emergencies of. Based on the above study, the author proposed countermeasures to enhance public health emergency economic management system of Lanzhou airport according to Lanzhou airport’s own characteristics. The author cleared the guiding principle that " The priority of public interest " and " prevention first", "rapid response", "open and transparent"; and improving the emergency management decision-making system; establishing a unified information early warning and monitoring system; establishing and improving the emergency support system; establishing efficient emergency response team; strengthening emergency drills; sounding legal system;guiding NGO forces involved in emergency management.Lanzhou is less developed capital city in western regions, thus, emergency management research for on Lanzhou airport air port could offer some reference to emergency management of air ports in other underdeveloped areas. For areas in which the financial resources and public resources are relatively limited, ports in those areas can learn aviation-related experience, so as to reduce detours, and improve performance, and building a relatively efficient public health emergencies emergency management system with lower cost.
