Research On The Problems And Countermeasures Of The Operation Of The Petition System

Letters and calls system is a unique political system of China's national governance,which not only has a profound accumulation of Chinese traditional social governance experience,but also has a similar relationship with the general administrative ombudsman system in the west.Letters and calls system in the process of China social reform,plays the right relief,contacts with the masses,social governance and supervision function,becomes the effective participation in public management,and promotes the process of democratization,important force of service reform,development and stability.However,Regulations on letters and calls have implemented since 1990 s,because of paradox of letters and calls system,reporting way rights on the impact of the judicial system,the government management stands the ordeal by lots of letters and calls matter,all of which has triggered public discussion.Letters and calls system had been adjusted,but did not change lot,many problems in letters and calls system operation still happen.In the light of the practice of local government,this paper elaborates on the problems arising from the operation of the letters and calls system,the problems and social causes of letters and calls system,and probes into the benign development of letters and calls system.
