In recent years, with the rapid development of China’s labor market, labor dispatching employing way to get attention. Labor dispatch, also known as ‘human resource dispatch, personnel lease, contract worker dispatch, outsourcing worker’, is a pattern of outsourcing workers by using the service of labor dispatching enterprise which signs contract of employment with workers. Assorted by goal, dispatching can be the following forms--whole, transfer, employee layoff, on trial, and project.Originated in the 1920 s of the United States of America, labor dispatch has become a new method in China’s human resource market since the beginning of reform and opening-up. It has a broad scope of exercising and has the advantage of sending workers to all kinds of industries and different regions.Unlike regular employees, the outsourcing workers usually face a more dangerous working post and environment and thus work injuries tend to occur more often. In the shipbuilding industry, the labor dispatching workers commonly are electricians, welders, painting workers, crane operators and grinders—jobs in environment of hazards. They face a much higher chance of work injuries.Being unaware of their legal rights,or having doubts of getting into complicated procedures during the whole process, outsourcing workers--a group in which occupational injuries happen quite often, tend to give up the rights which they deserve to have. Based on the questionnaire, inquiry to the workers of a shipyard in Guangzhou, combined with the research to the current work injuries, this thesis takes several angles, including governmental departments, the industry itself, related companies and the workers, to analyze the reasons that contribute to the difficulties in practice of work injuries compensation.Therefore,it suggests the solution to strengthen the administrative inspection of the companies, shorten the time and procedure in demand compensation. Thus, in the hope of building standards in labor dispatching market, innovation in method of employment, and enhance the administrative authority and supervision function of the government.
