With rapid development of subway transportation, service of Metro police started from scratch and went through the process from concept to practice, from initiation to application and gradual improvement. Presently, there is no unified organization and coordination, development plan and codes standards for both domestic and international service of Metro police in the field of security organization, emergency response, law enforcement and duty implementation, community service, information application and so on. Thus, the lack of authoritative guidelines, generalized experience and referential models caused the situation that related departments and units has no unity, coordination and cooperation, which seriously affected and limited the development of Metro police’s service. The service of Metro police has directly impacts on the security of underground operation, which not only strongly relates to public safety and social harmony, but also relates to the safety of people’s life and assets. The previous experience and current administrative orders can not satisfy the need of the rapid expansion and high speed development of subway transportation. Therefore, it is in great need to establish a strong scientific and predictable service system of Metro police standard which is based on current laws and regulations. Through systematic and scientific study, we can build up a set of unified, comprehensive, professional and practical underground police standards with instructional meaning.This article is divided into four chapters, the first chapter is the introduction; The second chapter begin with the rise of metro police service, then we discuss the necessity, possibility, theory and legal principles of metro police service. Based on what we have expounded, we discuss about some cities in China the present situation of metro police service and try to find the existing problems. Using comparison methods, the author summarized the successful experience of Metro police from Western countries and try to solve the problems of the metro police in China.In the fourth chapter, Author form the two aspects of the entity and the procedure puts forward some concrete measures to improve the standard of metro police in China.
