Study On The Problems And Countermeasures Of Emergency Management In Chengdu Metro

Metro,as an integral part of urban public transportation system,can measure a country’s development in urban modernization.It plays a vital role in the phase of it’s construction,operation and development,which including the improvement of the urban rail transit traveling structure,the continuous perfecting of the city’s functional layout,the promotion of city’s positive image construction,as well as the development of socialist market economy and social progress.Chengdu,not only the capital city of Sichuan Province,but also a central city which recognized by the state and approved by the State Council,possess great significance in the western region of China.Chengdu Metro Line1,the first metro line in western China,was put into operation on September 27,2010,which makes Chengdu to become the tenth city in China to possess a metro in operation.Now,Chengdu has opened eight metro lines,the cumulative operating mileage are nearly358 kilometers,4.2 million passengers were carried per day in average,more than 5.55 million passengers travel in a single day and 5.5 billion passengers has carried in total.Chengdu metro accounts public transportation share rate exceeds 50% since the first operating metro line opened in 2010.However,as the operation metro lines speed up into a network,the expansion of metro areas and the growing passengers,metro line’s daily safety operation are under the risk of nature and man-made factors while prcviding convenience to us.Based on this situation,in order to deal with the metro resources management and risk preventionin in emergence situation,this essay using the theory of crisis management,risk society and the collaborative governance to research the issues that relate to Chengdu metro emergence management from the perspective of emergence management.By using literature research,case study and comparative analysis method,this essay have a comprehensive understanding of Chengdu metro’s present situation in emergence management in the first step,then analyzing and improving the shortage that exit in early crisis warning,crisis information judgment and crisis mangement efficiency,such as each crisis management department short of cooperation and communication in Chengdu metro’s crisis mangement practices.By comprehensive analyzing the shortage of Emergency plan,Emergency management system,Emergency management operating mechanism and Emergency management legal system that exit in Chengdu metro emergence mangement,based on the experience and methods of emergency management in New York,Tokyo,London,Shanghai,Guangzhou and other cities at home and abroad,this essay proposes a series of specific measures to improve Chengdu metro’s emergence mangement,such as we need to make the metro emergency plans more operative,to enhance metro management personnel training,to strengthen emergency linkage construction,to continuously cultivate personnel emergency mangement ability,to make the multi-sectoral opperation have more efficiency,to improve metro emergency information communication and management,to perfecting the emergency legal system,to make the metro security related laws and regulations more comprehensive.Only by doing this,we can provide Chengdu a more safe public transport environment to implement the Double city economic circle in Chengdu-Chongqing Region development strategies,decisions and plans,also to construct the practice of New Development Concept of park city demonstration zone.All of those helps Chengdu to become the national service center city,international gateway hub city,world famous historical and cultural city,which has the great dual influence and regional competitiveness.
