Xi'an as the core city of major strategic opportunity "Modern Silk Road" national development strategy,has quietly ushered in the golden period of development,its political status and economic development has rapidly climbed,and become a dense city with concentrated national and nationalities,Xi'an subway has been developed rapidly,and has opened and operated three subway lines,daily traffic is over 1.5 million times.Xi'an has become one of the main choices of people's travelling.However,in recent years,the global subway terrorist have occurred incidently,once with the wrong response,the govenrnment will face heavy casualties,people panic.Thus public security has been severely affected by the passive situation.This paper analyzes the emergency process of the terrorist emergencies in Xi'an subway,combined with the index system of the emergency response capability of the Delphi contingent of terrorism,and calculates according to the analytic hierarchy process(AHP)and entropy method.And then use the fuzzy evaluation method to evaluate the emergency capability of Xi'an subway terrorist emergencies,and draw the guiding ideology and concrete countermeasures and suggestions to enhance the emergency capability of terrorist attacks in Xi'an subway,so as to give the Xi'an Municipal Government And the relevant departments some reference in how to enhance the emergency response capability of the subway terrorist emergencies to provide,but also some reference for other cities in the subway terrorist emergency response to the evaluation.
