In the almost thirty years since reform and opening-up, as people’s material and cultural demands increasing and political economy developing rapidly, our traditional management cannot satisfy today’s social situation and people’s lives. Since the Third Plenary Session of the Eighteenth CPC Central Committee, China has been accelerating the development of the government ruled by law and responsible government, and promoting the ability to govern and modernization of governing. However, what is most important in government’s service is its innovation. As a front-line and grass-roots government that keeps in close touch with people, the role it plays in innovating service modes is of vital importance. All the policies that the superior and central governments make need to be carried out by grass-roots government. The key to reforming our country’s reform is the transition of grass-roots government.This article is based on the historical development of China’s government’s service modes and relative theoretical basis, and deeply analyzes the basic roles that innovating service modes play in constructing grass-roots governments and also its significance. Take the three counties and three districts in Lianyungang, Jiangsu province, for example. The service modes’ innovation of each grass-roots government has been investigated, visited and studied and the measures, achievements and problems have also been thoroughly analyzed. With the lessons taken, the new service modes can be promoted in our country’s other grass-roots governments.This article is divided into four parts: inspecting and analyzing the historical development of China’s grass-roots governments’ service modes and the theoretical evolution; focusing on the measures taken in the three counties and three districts in Lianyungang and the achievements and problems; analyzing the reasons for the problems, including the unsound mechanical construction of civil service, unreasonable institution settings of grass-roots governments, lack of balance between financial powers and authorities, and the gap that digits bring to the use of network techniques and the outside pressure grass-roots governments face; the possible solutions to the problems, mainly consisting of five aspects, including making civil servants work more actively, making grass-roots governments simpler and more efficient, strengthening the fiscal capacity, promoting the network informationization construction so as to make the government more convenient and shape good interactive external environment.
